Steering problem with 97 SHO

The steering was fine at first, but now it is very tight when making turns after i have stopped and at low speeds it is still tight at high speeds but you cant notice it. Also if i turn the wheel it does not go back into the regular posistion it will stay turned. The power steering fluid is fine and the pump is good can someone please add some input.:thankyou:
