Steering Noise

I just bought another 89 SHO and the steering has like a "whish" sound to it when u turn the wheel. It sort of sounds like a vacuum leak. What could this be? Any ideas?

Check for air bubbles in the fluid.

Also, check the fluid level.

Fluid is perfect and it has been doing it for years.
