I thought I remember reading on this forum, that removing that little electrical plug (I don't know what it is called but I know where it is) will make it easier to pass smog. Is this true - i.e. have I remembered correctly? Why

You want to pull the spout connector for emissions testing.
This sets the engine timing at a fixed 10 degrees.

Just curious, but why does this help passing smog? I thought the engine timing was already fixed.
