Slightly Diffrent Power Steering Problem

When turning the steering wheel to the left sometimes its like I loose power assist and the pump groans. It happens at any speed and at random times. When im idleing and turn sharply to the left i can hardly turn it. This is when the pump groans. When im going down the highway it does it to. Its strangly hard to turn, almost like its mechanicaly bound cuz moving that fast should still turn somewhat easy. When on the highway i havent noticed the pump groan. Also the fluid in the resivoir is brown and smells funny.

I plan to flush and replace the fluid. But does this sound like a rack problem, a pump problem or something else. I know the pump groans, but thinking it might be cuz a mechanical binding overpowering the pump. Or it just may be a bad pump.

I also notice it pulsate at times when the roads are rough, like it might be a suspenstion type issue.
