Remote Keyless entry

I have a question about the remote keyless entry. Some people say that you need to go to the dealership to get it programed if your car has one, and you lost yours. I have heard some people say that there are instructions on programing those and you don't have to take it to the dealership. How much does the dealership charge and are there instructions on programing those?
