I put in a new power steering pump, or a salvage one anyway because my old one was leaking. I changed power steering lines while I was at it to ensure those weren't the problem either.
I filled the reservoir full of fluid, started the car turned the wheel a bunch of times to try and suck some of the fluid in.... it sucked a little but not a lot I figured it would take a couple quarts but it went down maybe 2" and when I drive I have noooo power steering.

No power steering? Weird. Are you sure the replacement part is correct? How old is the steering rack?

steering rack is new maybe 3 months old, it worked fine with old power steering pump. New one is the same as old one....

Sounds like the pump is dead. The below tip will also allow you to check the pump functionality.

Tip: To bleed the power steering system:
1. Cap the return port of the reservoir
2. Place the return line into a container
3. Pull the fuel pump relay
4. Have a helper (kids love this part of helping work on a car) turn the ignition over in 15 second bursts
5. Once clean fluid comes out the return line consistently, quickly pull the cap and put the return line on the reservoir

Make sure that the reservoir doesn't get too low while cranking.

I just replaced my pump, rack, switch, cooler and all lines except the reservoir to pump hose. I also installed a filter. It took a while, but no more whining, moaning, groaning or complaining from the wife, I mean the car. Steering is nice and smooth. Mine took right at a quart of Valvoline Type F.

so this is random but last I was driving... went 10 or so miles and my power steering just randomly started working. I threw treads on my back tire... and my power steering started working... explain that one lol
