Please only post one topic in one section. Multiple postings of the same problem usually end up in getting LESS help.

Here are some possible causes of the P1131 code you're seeing (which, btw is upstream bank 1, or rear bank):

Electrical:
· Short to VPWR or VREF in harness or HO2S
· HO2S circuit shorted to Ground
· Water in harness connector
· Open circuit
· Corrosion or poor mating terminals and wiring
· Damaged HO2S
· Damaged PCM (other DTCs should be present)
Fuel System:
· Excessive fuel pressure (stuck fuel pressure regulator, restricted fuel return lines, etc.)
· Leaking/contaminated fuel injectors or fuel pressure regulator
· Low fuel pressure or running out of fuel (fuel pump concern, fuel supply line restrictions, low fuel level, etc.)
· Vapor recovery system (stuck VMV, etc.)
Induction System:
· MAF contamination
· Air leaks between MAF and throttle plate
· PCV system / Other vacuum leaks
· Improperly seated engine oil dipstick
EGR System:
· Leaking gasket
· Stuck EGR valve / Leaking diaphragm or EVR
Base Engine:
· Oil overfill
· Incorrect cylinder compression
· Exhaust leaks before or near the HO2S
· Secondary air stuck on

Your driveability issues are probably unrelated to the P1131 code. Likely that you have one or more bad coils, or if it's very bad you might have spun a cam.

A compression test on a SHO motor is no different than one on any other engine. Remove a plug, install the compression gauge, disable the fuel system (pop the IFS in the trunk) and crank the engine. If you have a spun cam, you will see zero compression in one or more cylinders.

Should go from the firewall to the lower post securing the pass side rear tank strap. For the short-term, you can just tie it to the same post where the PS line retainer is bolted.
