Odometer changing legality

I'm swapping in an instrument cluster from a 91 into my 89 and I'm wondering about the legality of changing the cluster mileage to match the original one. I would assume it would be ok since it keeps the mileage accurate but I can't find anything conclusive online about it.

you can do that. no one will know, first of all. second of all, after vehicles are 10 years old, you are no longer required to certify mileage at sale (at least not in any of the states with which I am familiar) so it doesn't matter what it says, really.

I just changed mine in my 91 to a red tenth digit unit, and matched the mileage exactly so it would be correct.

I always recommend taking photos(dated if possible) of both units at the time of the swap. It helps cover any questions at time of resale. :salute:

I always figure I am going to be the last owner of any cars I have, so I don't worry about the sale angle.
But the mileage record shows up when you get your emission test and when you get service at dealerships and registered shops. It comes up when you get your new plates as well.
So there is a records trail, but I don't know how important the record trail is. I would leave the units unaltered, but only to maintain that it was not "tampered-with".

"Beyond mechanical limits" is what my '91 was slapped with at some point for having the 6 digit odo put in.
