On my 89, noticed the horn isn't working. I hear a relay down in the dash when I push the horn pad, and the fuse isn't bad. The cruise buttons work.

Any ideas?

Try checking the electrical connections at the horns themselves. I'm not sure if the Gen 1 horns are the same as the Gen 2, but the ones in my '94 have crapped out a few times. All I did was crawl under the car and wiggle the two connectors a little bit to make good electrical contact, and they worked fine once again. There are 2 horns, high pitch and low pitch, and they each have their own slip-on spade connector.

mine goes in and out because someone grounded mine to the front crossmember (maybe in the right place i don't know) and then stripped the bolt that holds it down, so now when i get a sticker i have to cover it in electrical grease to get it to work.

still isn't working....I tried replacing the horn, still no luck. The electrical connectors were on fine. I hear a relay clicking down under the dash someplace. fuse is good, since the other stuff on the circuit works.

you horn is probably done. Get a new one. one of my horns was done and another one had bad connection, I fixed the connection and 1-2 month later that one died too. I ended up using one bmw horn instead of 2 sho horns and it worked pretty well for me.

I just tried a different horn, doesn't work....
did you try both connectors on that horn? The location of the horn is so crappy, that all the dirt and water goes there. COnnectors get corroded. Test the connector too. I think wire is copper, but connector is aluminium.

not to steal your thread tommyturbo, but I'm having a very similar problem with my '95 ATX. I did an interior swap on it a few years ago and put a wheel from a '93 in it. My horns aren't working, but the low went out first years ago and now high. The switches in the wheel work, I also cleaned the contacts in there too. I also get power at the fuse (with circuit breaker) when I hit the wheel and the fuse is good because it's also for the cigarette lighter, which works, but no power to the horn connectors (which are rust free).

I removed my cruise module, but before I did, the cruise stopped working too and was intermittent before it completely stopped working. So could it still be the clock spring if I'm getting power at the fuse? Is there a relay on gen2's? cause I don't hear a relay click.
