if your fans are running when the key is on there can be many reasons for this..

the way the fan works is the computer grounds the wire for the fan... when the PCM has no power it will run the fans non stop.
you can unplug the PCM and the fan will run like crazy.

double check the connections for the PCM.. you also have a fuselink in the main power supply on the underhood fuse box.. i think it actually has the label fuse link on it..

pins 40 and 60 of the PCM are ground and pins 57 and 37 are the power to the PCM... without power going to them you will not be able to run... pin 1 is keep alive power but its not important to running... it basicly is for the self learning..

ignition ground is pin 16... think of it like a vref or voltage reference.. if the ground isnt clean enough the DIS will never get signal of spark angle and dwell then run in a limp mode..

the ground strap that was mentioned grounds the DIS module.. thats why it is important.. if there is no ground to complete the circuit then the DIS will not even run limp mode, hence no start..

the crank if not gapped properly will cause no run also.. but normally a improperly gapped crank sensor will still run, i would imagine you would be pretty far out to get it not to pickup the signal.

the cam sensor isnt needed.. the car will still run without a cam sensor, just run poorly.. the cam sensor is used for sequential fuel injection and to help sync the spark, but since the spark is a wasted spark setup it usually can get away with random fire and still run..

someone mentioned about the spark possibly being used in the CCRM... no the ccrm does nothing with spark.. spark is controlled threw PCM and DIS only..
the DIS grounds out the coil towers in the proper order to fire the wasted spark setup.
the PCM sends the DIS spark angle and dwell... other then that there is nothing else that does with spark, no fuse links or relays..

It looks like you are on the right track, I just want to add from personal experience that even after swapping a known good CPS from one car to another it can go bad. Whenever replacing the CPS, just use a new one, and make sure to gap it properly.
