More Fan/CCRM Problems...I think...

Ok, I'm pretty sure my fans burnt out but I think now that my CCRM might be bad, too. I just put a new fan into my car that I know works cause I thought that was the main problem. However, I know that if you unplug the ECU over there next to the battery and then turn the key to "on", the fans should come on IF they're working and IF the relay that controls them in the CCRM is also good, correct?? When I do this, my CCRM just makes a really loud buzzing noise and the fans don't run. Does this mean that the relay in my CCRM for the fans is bad??
