Header panel?

Can anyone tell me if the front bumper cover has to be removed to replace the header panel (headlight mount)? Mine was broken and it came off in about a hundred pieces....

P.S. anyone have any tips on removing the nuts which hold the sides of the bumper cover to the fender, I can not get them to budge one but and they are rusted to **** (torch em)?

Damn, no one knows. Its hard for me to guess because my panel came off in pieces (most of which fell out when I hit the deer). It looks like there is no way in **** I can get the nuts off which hold the bumper on, and I am about ready to take the freakin' dremel and cut the bolt off. Any help is appreciated, it would save so much time if I knew the header would go in with the bumper on!
