Front strut assembly question

Ok, today I had my mechanic put my front struts together (an entire new assembly so I can just swap out the old and the new). I am using KYB-GR2s with Moog springs, and police mounts. Should it be difficult to twist the mount on the strut? Also if I do get it to turn the mount spins in the bearing and the washer spins underneath the strut nut, but the strut nut nor the strut 'shaft' (there is probably a technical name) does not spin(so the mount is spinning around the shaft). Is this normal? Upon observing my car with OEM struts and suspension when I turn the wheel the strut nut nor the shaft move(which is not what my new assembly is doing). So, I am concerned that the mount is able to turn in the bearing and is not turning the shaft with it as I assume it should, or am I just being stupid with something I have never done before? I hope I explained myself well.
