Engine RPM at a stop

My 93 ATX is acting wierd at times. I come to a stop and the vehicle tries to accelerate on its own while the foot is firmly on the brake petal. I pushed the transmission into Neutral and the enigine went up to 4000 RPM and then maybe a second or two later the idle came back down to normal. This has happened twice in the last few weeks.

Can the IAC cause this? Or am I having problems with the Cruise control eventhough it was off(not in use)? VSS? ECU?
I disconnected the cruise control tonight to make sure, but it still bothers me.

Can a defective IAC valve cause the engine to hit 4000 RPM?

If the IAC is defective, where is thh best place to purchase a new IAC and what brand? Rockauto has the Motocraft for $56 or the Ac delco for $74. I would hate to spend money on a part just for trial and error.

EDIT: No codes set in memory on the ECU.
