Is it normal for my engine to rev up about 800 rpm right after I depress the clutch all the way. I take my foot completely off the throttle and then push the clutch to the floor and it will rev up a bit and then settle back down. I haven't noticed this before with the car so I guess something has changed. thanks

You may just need to reset the idle speed program, but it sounds like the load on the engine is changing with the clutch motion. If it does this with the transmission in neutral, there is a drag within the transaxle. Have you checked your transaxle fluid level lately? There may already be too much damage done to the transaxle bearings if this is the case.

It doesn't do it while its in neutral and it won't do it if I've let off the gas for a few seconds so I think its like my throttle is delayed or something

I believe mine has done the same thing. It may have been I was letting up on the throttle too late, but I'm not sure. In my case, it seems to have gone away. Try the idle reset also, as Scott suggested.
