Nox is produced by high combustion temperatures. The only two ways to lower it is to lower the combustion temperature, or via the catalytic converters. How old are the O2 sensors? For no more than $100 for the two of them, I'd try them before I shelled out the money for new catalytic converters. They may be causing a leaner than normal mixture.

The O2 sensors are located on the Y-pipe right under where it attaches to the exhaust manifolds but before the catalytic converters.
