Where does the egr system connect to the intake manifold. My guess is that circular disk on the right hand rear side of the intake manifold. Am I correct?

Alright guys, I know I have just about beaten the egr topic into the ground but I really need your guys help now. I just purchased a non-egr system intake/exhaust manifolds and a new pcm. Post to purchasing these items I find where the egr valve is located. so I disconnect it and put my finger over the hole and start her up. Well to my horror the secondaries still do not close. I thought that it was my hole in my egr tube causing my secondaries not to close. So my question is, is the sensor next to the vaccum canister on the back of the intake where the secondaries get the command to close? I don't think my acuators are stuck because I can move them with ease. I visually checked all my vac lines and no leaks. Will changing the pcm maybe stop the defective signal to the secondaries? I am at my witts end. I have been running lean for about a year now!(if it is a leak somewhere on the intake)

It's me againg guys. Well I thought i would tell you guys a few more details. The vaccum is controlled by the sensor in the back of the intake right? not the secondaries? Because on my new intake there is no electrical connection to my secondaries. There is plenty of vaccum because when I took off the egr valve and put my finger on to start it, it hurt to have it on there, there was that much vaccum. With all that vaccum why wouldn't the secondaries close? The only thing I can think of is a broken acuator. sorry about so many replies, I'm just trying to be detailed. hail
