well if it is broken, then here is a "how to" on replacing the cable. i suggest you take yours out and make sure everything is OK. dont hesitate to do this i have done it twice and it takes 3 minutes and is as easy as could be to do. if something is wrong with the cable, head over to your local junk yard or rockauto discounts online

The brake cable for the passenger rear is about 3 x longer than the one going to the drivers side. That is the one that gives you the most problems. Free it up by putting penetrating oil down the cable sheath in all spots. You can crawl under the rear of the car and see the external spring coil returns. Have someone tramp on the ebrake pedal and see which one of these spring returns moves. If they move but won't come back, you can pry them with the end of your tire iron to get them back.
Try that a dozen times.
You probably will need a new long cable. If you do, put lots of grease into the cable sheath and move the cables deep, dragging the grease with it. Otherwise, you will be doing this again next year.

Jack up the car a little for the wheel to clear the ground.
When you are done on the side you are on, give the wheel a spin to make sure the e-brake is not dragging.
There is a short cable at the front, but it usually is the last to go for some reason.
If you can get them to move, you may as well do the grease thing to your own cables. You have to take them off anyways to replace them.
They are a good price at RockAuto if you need new ones.
