Door lock problem

I have a problem that I am unable to solve. When I lock the doors on my 95, all the lock rods go down, all doors are locked, but after pull #2 on the driver side door, it will open right up. The rod stays down, but two pulls and the door opens. Any ideas?

The exterior handle. It feels locked until you pull the handle a second time, then it opens like it isn't locked.

pull your door panel and see if you can see whats going on in there...some linkage stuck?
