Cruise control sounds horn

OK. I'm installing the cruise module back into the 91 because I am forced to use it as a DD for a little while. I hooked the cruise up, bought some new vacuum line, and took it for a drive. Nothing. So I started mashing buttons. When I hit the Cruise Off button the horn went off. The other two horn buttons work, too, so now I have three. WTH? Any ideas? I had one suggestion that it is the clock spring... I need my cruise bad. I have a 45 mile commute each way and my throttle spring was unwound a little, so it's really light and I have to hold my foot off the pedal or it goes to the floor.

whne my dad had his cc cover off just exposing the 2 buttons if you hit them both the horn would sound so maybe one the the wires is grounded
