It means that the PCM saw the output voltage of the IAT as below the expected minimum value.
It then assumed that the sensor or its wiring was shorted to ground.

DTC 117 (ECT) or 112 (IAT) indicates the sensor signal is less than the Self-Test minimum. The IAT and ECT sensor minimum is 0.2 volt.
Possible causes:
-- Grounded circuit in harness.
-- IAT or ECT sensor.
-- Connection.
-- Powertrain Control Module (PCM).
l Key off.
l Disconnect vehicle harness from IAT or ECT sensor. Inspect for damaged or pushed out pins, corrosion or loose wires, etc. Service as necessary.
l Run Key On Engine Off Self-Test.
l Is DTC 113 or 118 present?
Yes
REPLACE sensor. RECONNECT harness. RERUN «Quick Test».
No
GO to «DA21».

This test has you run the KOEO self test with the IAT unplugged. If now you get a test result indicating an open IAT sensor (it's unplugged) it is assumed that the IAT is shorted internally and is faulty. If the test fails with the same "shorted" code, it is assumed that there is a wiring harness fault, a faulty PCM, or a problem with the reference voltage that supplies the IAT.
