I used this contraption and a shop vac to suck about 3 quarts of fluid out of the pan before I dropped it. Worked great, there was probably about 1/2 a quart left.
Use 3-4' of 1/4" fuel line hose to reach all the way into the pan.
This is what i did to the cap with a drill bit and dremel.
And old fluid (this is on my 89 but the 99's looked identical)
Thought I would pass that along, really made it easy and got rid of the mess when you finally drop the pan.
