Car gets a little unstable on some rough roads while hitting the brakes

This is on a 2019 sho non pp with 80k miles.

When I'm on roads with bumps and hitting the brakes the car feels very unstable, the steering wheel will almost **** out of my hands.

Issue started a few months ago, and i don't remember if I had my snow tires on or not when it started.

Suspension feels fine bouncing the car, there's no play in the wheels, tie rods and ball joints seem ok, by doing a visual and checking for play while driving and checking with the wheels in the air.

I'm not saying that there's no issues with the suspension because obviously there is, but i can't figure out what to look at next. The tires are needing to be replaced soon, they have 3-4/32 on the good tread, and they do look like they are worn down around the edges (most likely from going around corners, and not tire pressure) alignment gets checked 2x a year and is always almost within spec (within .1 of everything) i have no issues replacing the tires, but i think the problem started before I removed the snow tires.

Any ideas?
