ATX noise code 656

I have a AX4S that was rebuilt and working fine. Now at light throttle (not enough to drive on the street) it sounds and shifts great. At normal pedal pressure it makes a chattering/clicking sound just after it shifts into 2nd and then stops but will do it again anytime I give it more gas for a short time then stop. I have a 656 code but the TCC solenoid ohms out OK and I can hear it click if I power it up. What I need to know is if this solenoid is a on/off like the shift solenoids or does it get variable power from the PCM. I jumpered into the wires for it's pins 37/57 which are the 12V+ and the pin 53 which is the control from the PCM and I only get between 0 and a high of 2-3 Volts at any speed in any gear. Does anyone know what that voltage should be. I have checked the wires from the trans connector to the PCM are OK, so if voltage is OK that low I need help. I would assume the voltage would or should be more so maybe PCM bad? Thanks Larry

tcc is pulse width modulated to avoid shocking the driveline when engaging it. its not supposed to lock up until you get to the appropriate speed and gear.

diagnostic asks for a Voltage change of at least 0.5V from off to on

measure resistance from pin 53 to pins 37/57 - should be between 0.98 and 1.6 ohms on the solenoid side and at least 10k ohms on the pcm side.

measure resistance from pin 40/60 to 46 - should be at least 10k ohms.

Found Problem

Took it out and found that when I installed the new chain I just checked for play/slack and not how it fit the teeth on the sprockets. So under any higher torque loads it would slip over the top of the teeth. Got the correct chain and all is good. Goes to show you need to pay attention to everything.
