Air conditioning on radiator fan always on?

I have been battling a random overheating problem. Today I changed the thermostat and while checking for leaks and purging the system I put the air conditioner on. After about 2 minutes the radiator fans shut off. Is this normal? Thanks Phil.

If the AC compressor turned off (clutch disengaged) then yes, its normal.
Fans should always be running along with the compressor.

Could the system being low on Freon cause the compressor to disengage thus turn fans off?

Not sure I understand why you are asking that.
The compressor is supposed to turn on and off all the time during regular normal operation. It should cycle a few times every couple of minutes once the desired cabin temperature is reached.

And normally no, low refrigerant will cause the compressor to run continuously until the evaporator freezes and/or the refrigerant level is so low that triggers the low pressure switch, and it will not re-start once that happens.
