Advice to replace my exhaust ****** gasket!

Last year my ****** broke and I had it welded back on. It doesn't look completely square to me and it does have a leak. When I start the car, water comes out of this area. It also has one spring bolt and one regular bolt.

I picked up a new gasket/donut and a couple of new spring bolts. Is there anything interesting about replacing the donut? What is the torque setting of these bolts?

Mine leaked there due to the bell of the cat back being eroded away. I used non-shoulder bolts and tightened it as tight as I could get it. No leaks now.
