95 ATX Stuck in KOEO/KOER Test Mode

This has been going on for about a week, and I don't know where else to check.

The car seems to be stuck in KOEO/KOER mode. Turning the key to run, it starts doing the KOEO test (fan, sensors, fuel pump). When I start it, it starts the KOER test, high idle and such.

When it starts, it does the blink 3 times, then the test. I have the ECC connector (under the hood) in the wire holder, or what ever it's called, along with the single wire. They have all been hooked in there for a while.

Any suggestions?

That was the post I was looking for. I knew I saw it at one time.

I checked the wiring, I can't see any shorts in the engine bay area, guess I'll look under the dash wiring tomorrow.

Here's what was done in the past 2 weeks to my car, and I didn't start noticing this problem until late last week.
I replaced the Coil Pack, plug wires, battery wiring terminals, cleaned the MAF, cleaned the TPS, and did a lot of work on the moonroof.

It didn't have this problem before last week, and the moonroof didn't involve anything with the PCM, so I'm stumped.

That other post seemed to hit a dead end as well. I notice it does the KOEO / KOER test when the engine is cold, or hasn't been run in a while.
If I've been driving it or what not, shut it off of start it within maybe 5 - 10 minutes, it doesn't do that.
