94 ATX broken timing belt stuck rear pulley

At 102k miles, the timing belt is broken. The rear cog pulley won't turn--the pulley seems to hit an internal obstruction regardless of the crankshaft position whether turned clockwise or counterclockwise with a wrench.
Although I read that this is a non-interference engine, and the dealer and various parts places say so, also, this seems to indicate a valve/piston contact issue. If it were a stuck open bent valve, it wouldn't make the pulley immoveable, would it?
Anyway, the car is nice looking, was a one-owner, had been parked all winter in a garage. However, I don't know if it's worth my time to pull the rear head, since I might find it to be a lot of work and cost.
Advice? Anyone with a similar issue? How'd you deal with it? I'm only into the car about $700 so far, but I originally planned to just fix it and sell it for a little profit, and this problem could possibly make the profit difficult.

Pull the upper timing cover off. Then check the cams individually.

Your post does not make it clear how you are checking this.

The upper timing cover is off. The rear cam doesn't turn more than about 1/4 inch either way before something internal stops it with a solid metal to metal feel.

How are you turning the cam? With your hands or a wrench?

Pull the valve cover and check it out..........

The SHO is now in the possession of my mechanic--he offered me what I paid for it, and I decided I didn't have the time or inclination to mess with it. However, I'm theorizing that the valves of the rear head may have collided, perhaps due to carbon on seats or something. I'm still curious what caused the problem--my mechanic will fill me in. He's going to remove the head. He wants to make the car his own, so he'll either fix the engine or replace it.

The cams are very hard to turn even with a wrench. You are pushing against engine compression,this a free spin engine I assure you.I ran into the same battle when replacing mine. The key to this job is patient and persistence.keep turning it clockwise with a 10mm socket and ratchet till you get on the marks.

I wonder if you ejected a valve shim and now it got stuck somewhere up there. Either way once you get the valve covers off you should see some evidence of what is going on. BTW headgaskets are getting hard to come by..
