When the pump doesn't run, it's usually the CCRM or pump itself, or the wiring associated with them. Unbolt the inertia switch and jumper the connector coming from the CCRM. Attach a voltmeter to the jumper and ground. Turn the ignition on. If you don't get voltage, bad CCRM. If you do, bad fuel...

You must have screwed something up when you did the valve stem seals, but don't have any pointers.

Check for pitting on the mating surfaces. You could start off by hand grinding them in to see if you can get rid of all the pitting...
Fuel pressure is good. Should be around 38 lb. Compression is way low. Spec is 210lb. with the lowest no less than 180. Did you check all cylinders? Potential reasons: blown head gasket, valve blow by (need re-seating), worn piston rings, scored cylinder walls.
A trickle charge for 6 months is an awfully long time. If you don't have cables to jump start the car using another battery, remove the battery and take it to a parts store to have it load tested.
