What us the difference between the tuners? And also getting a tuner would it have a custom tune installed so i can just plug and play?

In a nutshell, the SCT X4 is the base unit, it has wifi integration for updates, but requires a computer to load custom tune files and retrieve datalogs from the device. Can view/clear codes, performance computer resets and view realtime data.
The SCT BDX is the new version of the X4, with similar features but it also integrates Cloud functionality, which allows us to email files directly to your handheld via the SCT Cloud, and also allows you to email datalogs to yourself, minimizing the need for a computer. You do need access to a computer to create the datalog configuration file, but after that everything is via the Cloud.
The SCT Livewire TS+ has all of the bells and whistles, despite the cloud functions. It had track apps, a touch screen interface worthy of displaying on your dash, and a much cleaner display.
A few years ago we started dabbling in HPTuners for the SHO and have worked with the engineers at HPT to develop new options for the SHO, and earlier this year the RTD was launched which is a direct link between your laptop and the vehicle PCM. There's no user interface on the product itself, so it does require a laptop for loading tunes and datalogging, but IMO the software is leagues above SCT in terms of tuning potential and their engineering team is much more responsive to feedback.
I personally am tuned with HPTuners, but have used the SCT X4 for years with no issues. The hardware decision just comes down to what features you want as the end user. The tuning process is the same.
As for plug n play ability, the SHO unfortunately requires the handheld to interface with the Vehicle PCM in order to gather the information needed for us to complete the tune file, so we are unable to send them out preloaded with tunes. We do our best to make it as simple as possible though, with work instructions and premade datalog files to make it pretty straightforward.
