stuck in motor mount install

I am installing both front and rear mounts today, I have all the hardware off the front mount except I cannot get the dampener or whatever its called thats on the front of the mount. I got the nut off of the one side but now the bolt is stuck in there and wont come out. It spins freely with no signs of moving, i also tried to chisel it out and that did not work either. Is this bolt threaded in or do i just need to knock it out?

if its stuck in a bad mount just cut the u shaped bracket off, the bolt should be able to be taped out but if not result to the first thing i said.

I'm not God, but I know why. The second nut holds on a wiring bracket. And the first nut holds the end of the dampner in. Obviously if you didn't see a purpose of the second nut, your wiring bracket probably isn't on there.
