steering clunk at full lock?

While sitting still, my steering clunks right as I get to full lock to the right, at least 50% of the time. It happens at exactly the same steering angle each time. I don't think it's anything to do with the suspension or subframe, it feels like it's in the rack itself.

Would this issue most likely be caused by one of the inner tie rod ends going bad?
