rear bumper

so.... my rear bumper broke away from the bracket on the right side by the quater panel.... from the looks of it .. it was epoxyed on.... is this the way it is supposed to be.... to me it strikes me as weird.... and how do i fix this... never have worked on an sho before so some assistance would be much appreciated...

The bracket was heat welded on from the factory. It seems that it has been broken before and the epoxy has failed. I would just epoxy it back together.
