when changing the tranny filter in a 94 atx, how many quarts do you need to fill back up ?

13... im like 90% sure but that might be with emptying the tq converter as well.

13 quarts is in the entire tranny. If you just drop the pan and replace the filter you will need about 7 quarts. I would start with 6 in the car and then check the level and fill as needed! The torque converter never gets emptied.

4 qts if just dropping the pan. Start there, should be like 5, but 4 is a good starting point.
