new caliper stuck?

Well, I know one of my brake cables are frozen, so I didn't hook that one back up, now the other one froze, I disconnected it from the caliper but the caliper won't let go, so I am back to dragging a pad again...

Am I missing something to completely release it? There is a 10mm something on there, bold, nut, do I need to loosen that?

The calipers are about 2 days old...
