Can this rusted out metal be purchased or salvaged?

That's the piece that holds on the ground effects piece right? You should be able to get a decent sheet metal shop to make you one of those if you cannot find one anywhere.

People have used carpet hold down strips that are used at thresholds and stair tops, and they come from Lowes or Home Depot.
Measure how far down from the crease at the top of the rocker panel to the top of that metal strip, and attach your own body metal strip. Pretty well anything will do. That fancy rib design (or hat-section cross section) is not important at all in attaching your rocker panel mouldings.
You may have to take your front wheel off to slip that panel moulding back on over your new metal strip. It is harder than it looks.
