the neutral rev limiter or the 7k rev limiter?

You can get an XCalibrator SCT tuner from either Ford Performance Specialists or NESHO that'll probably raise em and change the shift points on the tranny, but if you're stock, why bother? it doesn't really need to rev much higher than 7k in gear...and once it does, I hope you're adept at changing altenators and power steering pumps...

I think your car thinks its in park or nutral.
I can rev faster than you standing still!

The park/neutral rev limiter is there to keep you from shredding your torque converter while standing still. If you need to rev your car higher than 3950 rpms standing still, this probably isn't the car for you, trannys aren't cheap.

The speedo dropping out at 115mph is a 98 thing. Nobody has quite figured out exactly why it does it, but the car still goes up to top speed even with the dead speedo.

Get a Cal-X programer. My car had the same problem. At 115 mph once in awhile it would feel like a govener would kicked in. Bought the programer and it fixed it, improved shifts and lenghten the rpm range.

Mine does a similar thing, only it happens when the car has been driven for a while I believe it is the tranny getting too hot? I cant say for sure how long it has to be driven I know 15 min is not enough but an hour is. Also when I took it to the track they had the time trials first and I ran a pretty constant speed then it sat for about 2 hours and when I raced again I ran about a second faster.

the car is speed governed at 147mph by the computer. If its not going any faster than there is something else wrong.
