Felt that guides the window

I'm not sure what the piece is called but it is the felt piece that is located on the inside of the bottom weather stripping trim on the side windows, to giude the glass. It is a thin layer of felt, then a small strip of metal which are somehow fastened to the rubber piece by what looks like two rivits. Unfortunatly they are really rusty, and one has fallen off.

Has anybody had luck using glue of some sort to fasten new pieces of felt or something similar?
