Eibach/tokico Spring Seat Insulator ?

I just ordered a Eibach/Tokico combo for my 94 ATX. Are the lower front spring seat insulators retained with this combo or is it optional ? What are the drawbacks to going without them ?

P.S. I'm looking for a heater tube with the EATC fitting, it is no longer available from Ford. Mine is severely rusted and starting to leak.
