What happens if you disconnect the top line from the the cannister? Will the secondaries not open at all? Or just stay open all the time?

If you reduce the vacuum enough (Doesn't Take Much) then your secondaries will stay open. Your car will be completely gutless on the low-end if their stuck. I wouldn't recommend it.
