In 89 and 90 you could buy turboed Dodge and Plymouth minivans off the showroom floor. They weren't designed to be performance vehicles; Chrysler wanted the fuel ecomony of a 4 cylinder with the performance of a V6, hence the turbo minivans.

Of course, these things are just as easy to mod as the other turbo 4 cylinder Dodge's of the time, and they take the power very well. $1000 turbo minivan + $1000 in mods = 13 second 1/4.
