Bleeding (Refilling) the power steering

I replaced my rack and the lines and the cooler. I checked around a bit but it looks like all that has to be done is to fill the reservoir and crank the motor with the DIS detached? Alldata has a procedure that involves turning the steering wheel from lock to lock and pulling a vacuum, but I cannot get the equipment to pull a vacuum on my power steering equipment.

Ideas?

That seems to be working well. I've used about a quart and a half now and it doesn't seem to want to get much lower.
