ball joint/subframe question

Hi all,
Doing a clutch/trans job and figured I would replace my ball joints and paint my subframe while it is out of the car. 2 questions:
1. What are the torque specs on the 2 bolts that secure the ball joints to the subframe?
2. My subframe has some light surface rust (nothing bad) and I was wondering what would be the recommended way of dealing with it prior to painting? Sand blasting isn't an option right now...I was thinking of a wire wheel+grinder, or a rust nutralizer spray, or a combo of both. Any opinions?

1. im sure there is a spec but most go with the spec of the impact gun click click click.

2. i as well did this. take the wire wheel or even better a high speed drill with the wire end on it and go at the rusted area and go beyond that take some of the good areas with it. then there is this rust stuff called POR-15 you should be able to pick up from any body shop or order it through summit or jegs. that is the best stuff on the market to resist rust.
