Power Steering Fluid

I keep seeing power steering fluid around the outsides of the the resivoir, and in the grooves of the the top. I wipe them down, but the liquid returns. What is the underlying problem here?

Could be an overfilled reservoir. When my was overfilled and I let the engine run close to redline, some fluid would leak/squirt out. Made a real mess.
