Started located on front of car right under the oil filter. Make sure the small clip on wire on the starter hasn't pulled loose. This was a constant problem with my 95 ATX. New starters come with better connection method.
Another vote for oil fouling the cam sensor (CID) which can cause the hard starts, but a lot of other things can cause the hard starts as well (weak fuel pump / check valve for instance). For the hunting idle, try cleaning or replacing the idle air control valve / bypass. You need some air...
This is what I did recently. I removed the EGR valve and maybe some other things to get access. Not too bad of a job and it seems to be holding.
Edit: If it's leaking on the metal part you might be able to remove it and take it to a welding / radiator shop. It might be too thin to weld...

No I didn't actually pull the crossover tube out to inspect the O-ring. We gave it some fairly good tugs but then decided to let sleeping dogs lay since I could not see the far end well enough to predict the outcome. I would like to know the procedure in case I ever actually have to do it.
Just a follow up. The pressure test revealed a leak at one of the coolant lines at the throttle body. You were right on Scott ! When we removed the water pump I just couldn't get over how much that crossover tube just flops around and in my mind I thought this thing has got to be leaking ...
