The SIR coil fits just behind the steering wheel and carries what I'll call a coiled up tape wire that connects the airbag and other steering wheel electrical inputs to a stationary connector on the column. It's how you can turn your steering wheel and make connections electrically to the rest of the car. Anyhow, it's a plastic housing that has 2 halves that sit inside each other and no lubrication. It's slightly common for the plastic on plastic contact of the part a squeak or have an abrasive feel.
The other common point is the rubber boot at the bottom. The boot where the intermediate shaft passes through can be lubed, SIR coil should be replaced imho if found to be bad. You should be able to put your ear in the general area and turn, or have someone turn , the wheel and hear it if it's either of those.
