I will be driving along and car is running SMOOTH as can be then all of a sudden the RPM's Drop and it starts like bucking till i throw it in neutral and give it some gas and get the rpm's up there . I noticed that when it did this The Check Engine Light came on. So i put the Scanner on it and it game me this 33 ALL - (O, M) EGR did not open/ respond during test or if memory code, did not open intermittently - EVP EVR PFE
what exactly does this mean lol..

That sounds when my CID went bad. Does it take a couple tries to get it started?

That does sound more like a cam-sensor problem rather than a EGR one. Although it sounds like you have EGR issues as well.
