Ok so I ran the KOEO and KOER test on my 92 and the codes I got for the KOEO were 173 and 177. The 173 means "HEGO indicates system rich (RH)" and the 177 means "HEGO sensor indicates system rich (LH)" so does this mean I need new oxygen sensors or is something else causing my car to run rich?

If you have hard starting and over 100K on the sensors it would seem to point in that direction. But before you go & buy something you don't need go to SHOtimes.com & look under "how to detect a bad O2 sensor"
if they fail then that most likely is it. If they pass then you have another problem.
Good luck!

Thats the thing, I let the engine do that SEFI or "Cylinder Balance Test" where its supposed to "cut the injector to each cylinder, looking for an expected drop in RPM." It did that and came up with a code 9 which means all is fine.

It is rare for both O2 sensors to fail simultaneously. Your system may actually be rich. You may want to try cleaning your MAF filaments with a gentle spray of intake cleaner.
