there should be a switch that would tell the light to illuminate. I would start by checking around the parking brake pedal and see if there is a wire that maybe was disconnected or shorted. Easier than taking the instrument panel off and checking the bulb IMHO.

No. Take the cluster out and replace the bulb first if bulb prove-out (below) fails.

The BRAKE warning bulb should illuminate during bulb prove-out when the ignition switch is turned to START regardless of the condition of the the switch on the parking brake assembly or the reservoir float switch.

You may have "melted pad syndrome" at the e brake pedal. The rubber pad tends to get soft and melt over time causing the light to stay on even if the e brake is off. An easy fix is to JB Weld a few penny's in place of the melted pad.
