When I hit bumps I get a bit of a ratlle that seems to come from the rear of my car. Could it be suspension parts?

Also, my exhaust hanger weld broke loose from the tail pipe so I rigged it up with a coat hanger as tight as I could. Could it come from here?

Well, knowing that you have something loose like that can greatly hinder your search for the clunk. It very well may be the muffler knocking around. But, if you truly want to start diagnosing the rear suspension you should eliminate that as a noise first by getting it fixed. Other than that, I would look into your strut mounts, endlinks, and swaybar to body bushings.
